On occasion I have seen dealership shops where you needed to get two services. You had a cap on the reimbursement that would not cover a brake job but would subsidize it. A shopper friend had the right kind of car for the dealership and would get new wiper blades and the needed repair to have the repair subsidized. I don't remember the companies that did that because they are never pertinent to my vehicle.
Edited to add: Don't wait to find a shop if you need brakes. Chances are that if you need them now or soon, you will only be needing pads. If you wait you may need pads AND rotors, which will really get expensive.
