Yes they are. This from Market Force's own FAQ:
"52. Can I fax my CPIs / receipts / business cards?
Yes. We strongly encourage Shoppers to scan/upload their CPIs and receipts, but we do also accept these documents via fax. The fax number is 770-441-5359. If you fax each item separately, please ensure that your name, Shopper ID, and Assignment ID are displayed on each faxed page so that we can match the items to the appropriate shop. We may not be able to process if we receive a receipt with nothing else on the fax page. NO COVER SHEET, please! If you place receipts on the CPI page, please ensure that the shop details are visible at the top section of the CPI. It is okay for the Guidelines section to be covered. Do not submit multiple receipts or business cards for different shops on the same sheet of paper because only one assignment can be processed per submission."
Note the part that says "We may not be able to process if we receive a receipt with nothing else on the fax page." Given that, and all the other qualifications, I'd say faxing receipts to them is dicey proposition. But it's still permitted.
One might also ask, who nowadays has a fax machine that isn't attached to a printer/scanner anyway?
