In all the time I have done the shop for Joann's I have not had to have anything cut. Agreed there is a cutting counter interaction but it doesn't involve fabric. I buy scrapbook supplies, cross stitch floss, decorative items, notions, etc on my shops.
Another fabric store requires fabric to be cut (and then returned) but I won't do that one.
Oh and I have never done one for 3.00 either.
