Non-Profit Spending

I know there is an organization or company that tracks what percentage of donations a non-profit applies to the programs they have supporting their "cause".

I'm having trouble finding this company.

I am wondering how a non-profit Veterans organization is spending their donations. I really don't see the Veterans getting much benefit from the programs offered by this organization. I think the vast majority is being taken out of the non-profit as salaries.
