We use aesop/subfinder. The teachers email HR. HR posts to the website. Substitutes can pick and choose what they want. The system calls regarding unfilled assignments late in the afternoon and early in the morning (starting at 6am). Depending on the school you may or may not get what you pick. If the sub doesnt want the job they can turn it down at the school. They can go home and not get paid. As far as I know there isnt any other penalty.

We use AESOP too. It is extremely flexible.

This is my side hustle for now, i work full time as an Inventory control specialist. I hope to make this my full time job in the next year.
