Curious about the report process?

For those who've worked on the other side - how does it work, generally speaking?
In terms of developing the report?
The MSC wins their business, then someone at the MSC works with the client to develop the report format and requirements? Someone at the MSC is responsible for making sure it all lays out logically, the requirements can be done, the requirements are clear, spelling and grammar check?

I've never worked on the other side, but on one recurring shop during a season was the closest I got to sort of see behind the curtain with one MSC. There was a virtual meeting that served as an orientation for new and repeat shoppers to the program. The employee who put together the guidelines and report went through the whole program and made him/herself available for questions. The client representative and scheduler were also in attendance, where the client would clarify or confirm when needed. I've never run into another program like that before, but I always thought that was very well managed and arranged, given the amount of requirements and level of commitment.
