The locations inside of stores are separate from your traditional chain location. What I mean is that your local chain is owned by a franchisee (most locations are, though the pizza place does still own and operate a few physical stores themselves.) Instead, the locations inside big box stores are the result of a license by the pizza place. (The license allows them to sell the product, but not duplicate the business as a franchisee does.) The big box store employees the workers for the pizza location inside their store. Their breaks are determined by the big box front end manager. It is possible the manager may have even moved them from the pizza place to run the self check-outs while that person was on break. This is why the guidelines emphasize someone may not be at the counter, since that will be determined by staff levels in the overall store and customer volume at the time you go.
My understanding is that as the big box retailer remodels stores, they are doing away with the grab and go pizza place.
These stores also have well known coffee shops in them under a similar agreement. If a traditional well known coffee store makes my drink wrong and I don't realize it until I'm down the road, I can pop into another traditional location and have it remade for free. I cannot pop into a location inside a big box store and have it remade. Likewise, a traditional store cannot remake a drink from a big box location. Well, technically they are not supposed to do that. I have run into a few people that will.
