Nope--it's not at all unusual to find conflicting information in fee schedules, shop guidelines, the questionnaire, etc. It's one of the most frustrating things, to me, about mystery shopping!
I'm guessing that the scheduler's reply to you is probably correct ($10 fee, $25 reimbursement), but it sure can't hurt to e-mail again and say that you're just confirming that "$10 fee, $25 reimbursement" is correct.
I can't see an MSC paying a fee of $25 for such a shop, but a $25 reimbursement seems a good deal if you add on services and get as close to $25 as you can without going over! Especially if it's where you usually go and you were planning on a cut, anyway. If they don't do anything but simply cut your hair for $10, that seems barely enough of a service for you to evaluate the place....
