I never updated this thread, sorry. I wound up doing this for the $60 it reached in my area. I was there for about two hours, but I'd say the first 45 minutes or so was taken up by trying to find the display, believe it or not. That was because the store managers told me there was no NetSpend display for these cards and that they hadn't seen anyone come in for NetSpend in months. I was on the phone with the MSC while they were on the phone with their supervisors. Eventually, one of the managers found the NetSpend section of the big card display that also had other types. It was hidden by a balloon display that someone had placed in front of that corner and none of us saw it earlier.
Once we moved the balloons out of the way, I was able to squeeze myself in the corner, open up the side of the display, and do the swap. It took a while because I was double checking myself at every step and had very little room to work, being wedged in a corner. If I stepped out too far into the aisle, I was in the way of customers coming in. Then the people behind the CS desk had disappeared when I had to give them the cards to discard, so I waited a bit. Still, I would do this one again, since I am familiar with it now, but will wait again to see how high the fee will go next time. I almost took it at $40, then decided not to, and the next day it went to $60.
