FAKE. Legitimate companies do NOT contact a stranger and pay him in advance for assignments. A legitimate company contacts you after you sign up with them, provide your personal information, like SS#, and apply for assignments. A legitimate company pays you AFTER you complete the assignment and write the report (if the assignment is completed correctly and the report is accepted). Legitimate companies do not pay unless they have your tax information so they can report earnings to the IRS.
