If you call PayPal they are very receptive and have an excellent customer service department. They can answer all of your questions. I have had my PayPal account for so long I forget and trying to read through the information is tedious. I always just call.

If you look through the site I believe you have the opportunity to get a PayPal credit card that will pull from the account or a debit card that you can use in an ATM for a fee. I believe for a fee they can also send you a check. But definitely the easiest way is to link a checking or savings account and just have the money transferred.
Make one of your first shops a bank shop that requires you to open a bank account and then link up your PayPal to that. There are even some bank shops out there that will reimburse you your initial deposit to open them. Now THAT is a sweet shop, especially when the opening deposit is a substantial chunk of $$.

I have an account linked to my paypal and I was able to get a paypal business debit card for free. The only drawback to it is that paypal charges a $1.00 atm transaction fee.

If you go to your grocery store, department store and pharmacy stores and pay with the PayPal debit you are able to withdraw money and there is no charge.
So if you buy some stuff at WalMart and pay with debit at the register, you can opt for "cash back" for no charge.

I opened up a mystery account specifically for monies received from the MSC's and paypal. I had to get a 'limit' lifted. I had to use my credit card number. I think the limit was $500 a month withdrawal from paypal. Something like that. Now, I can withdraw what I want. 
You can request a paper check from Paypal. There is a $1.50 fee for this. And there is a limit of $500 a month. If you link to a bank account, the transfer is free and there is no limit.

I was in the same boat. When I received the Paypal debit MasterCard I decided to go with that. It's like an Internet checking account which most banks offer. It is $4..95 a month, charges for reloading via an ATM. If you have not already received an offer in the mail, you can apply via your PayPal account.
Chase has the Liquidity Card for about the same price.
Regarding reestablishing checking and savings, you can do so if you pay off any balances that came from overdrawing your account and the bank paying for it. Even if your credit rating is in the tank, financial institutions will open an account for you.

It is what I started to use to get reestablished. It was a prepaid card. Then I took care of what I owed my bank and reestablished with them.
One advantage with a Paypal prepaid debit card is that I transferred my funds immediately instead of the usual delay.

Also, with the Paypal debit card, for the companies that pay direct deposit only, you can have them pay the debit card.

The only problem is that usually you need a paper check and/or cash over a certain amount to open the account. You usually can't just open it with a deposit from the Paypal balance as the account doesn't yet exist.

The only problem is that usually you need a paper check and/or cash over a certain amount to open the account. You usually can't just open it with a deposit from the Paypal balance as the account doesn't yet exist.
