Shadow shopper is a place for shoppers to find shops and for schedulers to recruit shoppers. What you are describing is what is suppose to happen. That's how it works. If you get an email from a scheduler, you have to sign up with the mystery shopping company so you can do their shop.
You can still benefit from Shadow Shopper and not pay for their services.
The posts may be redundant because schedulers post the same shops month after month and will recruit the new shoppers that sign up each day.
